Cal rifle registration?

Traders has Remington 700pss on sale for $699.
I called 'em up,outta stock.Asked if I could order one at that price.
Checks with the boss,sure no prob,gotta put 50% down.
No prob on my end.Guy totals it up and gives me the 50%
number.I ask does that include tax and dros fees.
He says"that includes tax and REGISTRATION fees :what: !
Is Cali.registering "evil sniper rifles"? Or is this guy making a joke,
or just not using the proper terminology?

California requires an electronic Dealer's Report of Sale be submitted for any firearms purchase, long gun or handgun. The make, model, and serial number of the handgun is recorded on the DROS, however no such entry is made for long guns. Your rifle will not be registered with the California Department of Justice. The only record of serial number will be on the federal Form 4473 which is kept in the dealers files.

Once upon a time, but no more.

1. All handguns purchased from a dealer are "registered" with the Department of Justice.

2. All handguns transferred between private parties for about the last ten years are registered, if the transfer was performed legally through a FFL dealer.

3. All handguns brought into the state by private persons are supposed to be registered within 60 days with the Department of Justice.

That leaves unregistered those handguns brought into the state or transferred privately contrary to paragraphs (2) and (3) above, and those purchased legally many, many years ago before the California Department of Justice got involved in registration.
