One easy way to find out would be to have a gun dealer file a Form 6 and see what happens. BUT, you/he would have to have already lined up a dealer at the other end who would take care of the export paperwork. I have been told that the Russian bureaucracy makes ours seem quick, efficient and reasonable, so I think that end might actually be the biggest problem area.
Is there a Russian exporter? Is there a factory address? You say some guns were sold in the West; are they on the market in Europe or elsewhere? It might be easier to import from, say, France, than from Russia directly, but again you would have to contact a dealer or distributor who would handle the export.
(FWIW, I still think a break top revolver in a heavy caliber is not viable, but that is not the point here.)
