Without being there can not say for sure, Certainly if the old crimp is not removed completely then that will screw up the seating of the primer. You did state you are using 41 primers which are harder primers and used mainly in semi autos to avoid slam fires. You are shooting a bolt action so maybe there is not enough firing pin spring (although the primer indents look plenty hard enough)

I would not condemn the primers yet. Take some of the same brass ream out the crimps and re prime and try again.

Yeah, I pulled the bullet and checked the powder. Interesting you should mention that. I had a squib recently made by Leefan Remanufactured Ammunition. The primer was enough to lodge the bullet against the lands.

Are you sure you have powder in those cases? The one time I thought I had a dud, turned out to be a powderless cartridge.

Yeah they were charged. I think I was the issue on this one.
