in chicago and its suburbs its not an opinion.....it's a fact.
People can carry guns in Washington with no permit/license at all.
But only in rural areas, no?
I have open carried all over the state of Washington, including downtown Seattle and Seattle-Tacoma International Airport.

Open carry is perfectly legal for any non-prohibited person in Harrisburg and Pittsburgh, and legal for any LCTF holder in Philadelphia. (Just watch for traveling by car. Carrying while in a motor vehicle is considered concealed so you'll need the LCTF or a carry permit from any other state.)

Answer: Yes, with some restrictions.
Anyone whom can legally own a firearm in the commonwealth can openly carry, on foot, with the exception of court facilities, federal buildings, motor vehicles and cities of the first class (Philadelphia)
Those person possessing a valid License to Carry Firearms are also permitted to carry openly (or concealed) while in a vehicle and in cities of the first class.

And, yet, it happens, and a negative response from Philadelphia's finest would likely garner a far more than equal and opposite reaction in the courts.I would not even contemplate trying to OC in philly, you would very possibly be shot on sight by the first cop that sees you. I have never once, not in 40 years, ever seen any citizen open carry in Philadelphia.
