I'm not in law enforcement, but my preference for carry guns is:
DA/SA or DAO. Yes, it is always kept at maximum capacity. [My favorites are the modest DAO 380 by AMT or the DA/SA PPK/S, in case you are wondering].
In Israel, I've read that it is, or was, common to keep the chamber empty. The reason was that people handling guns might be unfamiliar with the particular weapon issued/lent to them [many guns circulate, firing systems are different, etc].
This particular situation [Israel gun condition] was brought up on another forum a few months ago, in response to a short clip on a film trailer. The agent drew, racked, and was ready to shoot in a flash. That's when someone chimed in with the correct terminology for their specific carry condition, the name of the draw, and the historical reason for their rules. It goes back to 1946 [or close to it, after a number of ADs].
