Taking away all other variables, you're looking at what fires, cycles, and resets the sear/trigger as fast as possible. .22lr rifles would be your best bet, as the bolt moves little, is light, returns to battery quickly, and they generally tend to have light triggers with little work.
 
If you are adept at 'bump-firing' a rifle, then it is simply an acedemic choice of which rifle has the most rapid cycle-time... I would give that award to either the AR (with the carbine gas system, not the full-length), or an H&K 91 or 93 (because their delayed blowback system cycles VERY quickly).

If you're looking at controllable rapid-fire, just look for a rifle with low recoil... ala heavy AR or 5.45 AK, or one of those FN PS90 aberrations (if that can be called a 'rifle').

That's true. Many years ago when I was young and stupid I had a friend with a 10/22 that would, shall we say, "slamfire", which was pretty much what he had intended it to do. It was blazingly fast. I was just a teenager then and I later went on to join the National Guard and fired several different full auto weapons and not one of them had a cyclic rate that was close to that old 10/22.
