Okay guys, I got a quick question. I live in Kansas and I want to buy a handgun from someone in Missouri via private sale. I know it has to be transferred through an FFL dealer since it is cross state. The question is, can I do the transfer at an FFL in Kansas (both parties meet at KS FFL, I pay for the gun and then have the KS FFL do a 4473 and NICS check) or does it have to be transferred from an FFL in Missouri to Kansas. I would like to avoid the shipping costs from MO to KS if possible.

Has to be an FFL in the buyer's state of residence. 18 USC 922.b.3. It has to be either the seller or another FFL that delivers or ships the gun to the buyer's FFL to comply with 18 USC 922.a.3.

I now see your question in the middle of your post...yes the seller can bring the gun to a Kansas FFL for transfer.
