Finishing an 80% receiver... legal?

This thread made me wonder about the legality of finishing an 80% receiver. In that post, the poster was wondering if that could be used as a loophole in CA law.

But I got thinking - is it legal to finish an 80% at all?

Lets say that the finished product doesn’t violate any laws - the finished gun complies with the NFA, GCA FOPA, AWB yadda yadda yadda.

So how about it? Is that legal?
