form 4473 for repairs?

My friend is picking up a rifle after having a minor repair fixed, is it par to fill out a form 4473, and background check with ID and so on to get the rifle back in possession? He told me he was doing that and I didn't know if it was standard or not. The repair is in state, local. I can understand the reasons why, just wanting to know if it is required. He already has paperwork for purchasing, just seems like a lot of paperwork for naught.

if it's in for repair no, if it was on consingment or pawn yes. although laws change fast:D

However, that IS still the current law. Even a replacement gun with a different serial number can be returned to the original person without a 4473.

The move was obviously a CYA on the part of the gunsmith. I would be for taking my business elsewhere, personally.

not always true.

I know in CA, if it can't be repaired, the company can destroy the gun, register it as such and then reissue the SN on a new gun and your fine. if not, then its just like your bought a new gun.

State law requires it, then, not federal law.
