After sizing a number of 'once-fired' cases with mixed headstamps a small number (4/100) failed to fully enter gage. Visually they all look fine. Is this normal?
If brass not fired in your firearm, yes normal. The web area might be larger than your chamber. Correction, Lee does NOT make a Bulge Buster for the 9mm as of now.
I usually get a 5 to 10% (A guestimate only) failure rate with sized range brass. I am using a Wilson case gauge. Sounds normal to me. I just toss em in the scap bin. Too much free range brass to fool with brass that may (or may not) have been overstressed.
There are all sorts of over-power hot loads for 9mm out there. Some of these stretch the case at the base. You can buy gear to size the entire case, but as available as 9x19 brass is, it's hardly worth the cost or effort. And, although the size may get shrunk back down, that doesn't necessarily "heal" the crystalline structure of the metal.
Don't toss them away. I keep a bucket for scrap brass (including spent primers which are made of brass too) and recycle (they pay by the pound)

It’s a machine that roll sizes the brass making the rim and extractor grove back to factory specifications. The shell plate and chamfer on the dies keep you from sizing the case completely and push through sizers don’t clean up the extractor grove.
