Like Tank Mechanic said, its an ok deal....not a good/great/spectacular deal. With a price of $525, it sounds like the seller is trying to make his money back.
I would look online and find the cheapest place to get a NIB Glock 17.
I would then offer to buy the guy's G17 for the cheapest NIB price that you found online. You could explain to the guy that you found them online NIB for "X" amount of dollars and offered to pay that for his. If he says no, no big deal. If you really want a G17, you can go elsewhere.
Or , you can pay him what he is asking for his G17.

If it is truly new and unfired, and factoring in that there is no sales tax or dealer transfer fee on a private, face to face sale, that is a decent if not bargain deal.

Offer him $450. That's what used Glocks go for around here. Sorry, but a used Glock is a used Glock, NIB or not. We're not talking P&R Smith and Wesson revolvers, Colts or generally anything with true collectible value. You kind of lose all of your resale value as soon as you drive it off the lot...
Believe it or not, I have a friend who was once told by a gunshop that they normally offer $350 for trade-in value on a Glock, any condition, vintage. Then they turnn around and sell it for $400-450, depending on condition.

There is no reason you can't make at least an initial offer of, say, $450-$475.
My local shop offers almost all used Glocks for $399 (no night sights). New price is $499 and they do sell via the internet. 34s and 35s command a slight premium used in my experience. I really shopped it around and got my G17 used, but in excellent condition for $360. I wouldn't jump on a used Glock for $525, no way.

At the past few gun shows in the Dallas-FtWorth area, four of the larger dealers have been selling NIB Glocks for under $450.

Seems high to me. I bought my G17 for $495 last year...put it at $510 after shipping to my FFL. In a private sale, you should definitely be able to get it cheaper

No, he said NIB. It's been sold once already (to the individual the OP says is selling), therefore it is USED.

If somebody wanted to turn a used Glock quickly around here, I'd suggest asking $400, $450 with night sights. I think my original $450 offer is high for a used, private sale Glock, but probably fair if it is truly NIB.

welcome to thr. it depends where you are and what the market is around you. the gun shop up the road has the for NIB for $489. and if you are mil. leo, tsa, ems etc, you can get them with 3 magazines for $398.20 at a glock leo dealer.
