Saw this on the GOA website

H.R. 58

(Scalise, Boren):
This bill would: allow an individual to purchase any firearm from a federal firearms licensee (FFL) in another state by going to his place of business -– thereby extending provisions currently applying only to rifles and shotguns and

require such an interstate sale to comply with both the law of the state in which the transaction occurs and the law of the state where the buyer resides;
extend these interstate sales provisions to FFL’s at gun shows;
allow a serviceman to claim residence in (1) his state of legal residence, (2) the state where he’s permanently stationed, AND (3) the state where he resides and commutes to the place where he’s stationed.

Looks like this bill would allow interstate handgun purchases correct? I'm surprised I haven't seen it anywhere.
 
I guess my question would be how would a FFL in Colorado (example) know if the gun he is selling to a California resident is legal in CA? Would it be up to the FFL to know all laws for all states. Or, would the FFL only be required to do a legal transfer of a handgun to a person and it would be up to that person to know if the gun is legal in his state?
 
I think it's currently that way with rifles and shotguns, the person has to know and follow the laws of both states. Probably will stay that way.
 
If I buy an AR-15 here in VA, and bring it up north to our log cabin, its up to me to know the rules. Not the guy that sold it to me.

Same should apply for handguns.
 
NY Residents buying in Vermont

If, which won't happen, we did a sale to a person who resides in NY state, we are required by law, to apply the state of NY firearm laws to make the sale. That means we have to break out the book and see if that firearm is legal in the state of NY before we can complete the transaction. So it would make it interesting how this bill would work.
