I have a 20 inch T/C Encore barrel with the factory peep sight. I have the elevation set where I want it (3" high at 100 yards) but the windage is off: It is shooting about 4 inches to the left at 100 yards. There is no windage scale on the sight (or at least I have not noticed one).

How far should I move the rear sight to the right to bring the gun on target? My back of the envelope estimate is about 0.5 mm, but I am not sure this sounds right.

Yes,
(~16" sight radius / 3600" to target) x 4 = .5mm to the right.

Try and make a scratch with a needle or something so you know how far you've moved it. I usually move the sight a little less than I think I need, then shoot a group. Use a brass punch.
