The son of a close family friend works at a pawn shop and I went by to pick him up at the end of the day. There was a sign on the door that reads that under a new ATF rule, anyone there to buy or redeem a firearm must supply a gun lock and install it. Or they will not be allowed to buy or redeem it. In S. Texas


Anyone?

Don't know if it is ATF rule or state law, but all new guns must come with some type of locking device. Recent rulings say that dealers must supply or sell locks with used guns as well. Looks like the pawn shop is too cheap to furnish locks and is making the customer bring their own.

I had about a dozen laying around from firearms purchases that I donated to my local shop. A lot of the regulars have done the same thing.

There is no such ATF reg that says a customer must have a lock in hand when taking delivery or redemption of a handgun.

The law says that a LICENSEE must provide a lock with the sale of a handgun.

Sure, the dealer must supply a lock with their firearm. However, to install it? I can't find anything to that regard.
 
One thing that I notice quite often is people frequently like to quote things they *believe* are legal/illegal. Rumor, innuendo, stuff that they heard in the men's room, things they were taught as children, things they made up out of thin air, etc., etc.

The way to deal with it is to politely ask them to provide an authoritative source -- a BATFE regulation number, a state or US Code section, the number on pending legislation, a specific court case ruling, etc. Take everything with a grain of salt until you see authoritative proof.

Funny that you meantion this...

I was in a small local (sorta) local gun shop across the river in Illinois and I over heard the guy behind the counter saying the same thing...

I was kinda wondering if it was fact or their ploy to sell more (what I'd guess to be high margin) gun lock type accessories....

Are you guys serious?! Do you not remember the Protection of Lawful Commerce in Arms Act passed in November 2005? See http://www.thehighroad.org/showthread.php?t=164133&highlight=manufacturers+liability+act. The mildly bitter pill inserted by the antis was that a lock had to be supplied with every handgun sold by an FFL. It really is a federal law, folks. My practice has been to bring one (a lock) with me for the FFL to "supply" to me with the sale. Otherwise, the dealer has to throw in (or add to the cost) a $2 lock. It simply appears that this pawn shop requires you to supply the lock to save $$. I bet they sell them, too (or at least should ). Why is this such a mystery?

because every pistol/rifle I have ever purchased since that law came into effect came with a lock (many times it was in the box).

Not mention the fact that all the shops I deal with seem to have a box (or more) of the cheap locks under the counter in case the rifle/pistol does not come with one. It just seems weird to run the risk of loosing a $100-$1000 sale over a $2 (they really cost this much) psuedo lock.

I got hit with this not too long ago at Gander Mountain. Since then I keep a lock in the trunk of the car. Never know when I might run across a deal.
 
Sometimes the locks are made of plastic and only require a screwdriver to remove. At least that is what has been on a few of the new guns I have purchased.
