Hunting in Germany/Bavaria

Had this invitation for a Boar hunt in Germany. Needed to send my Hunter Education card (Texas) and passport pictures. Now the local office there says this is not for 'Americans' unless Military stationed in Germany.
I remember some hunts being auctioned off at a SCI dinner to take place in Bavaria...
Anyone know anything about this?
