All of their muzzle loading listings state that to purchase a used gun, send them a copy of a dealer's FFL who will transfer the BP gun to you. That's for both BP rifles and pistols. They must not want any liability for the direct transfer of black powder guns either being shipped through the mail or out of state. That way they don't need to worry about knowing each state and local firearms law, or verifying the identity and age of the buyer.
When I bought a BP revolver from them in Connecticut, they required a copy of an FFL. That's just the way that they choose to do business.
