All of their muzzle loading listings state that to purchase a used gun, send them a copy of a dealer's FFL who will transfer the BP gun to you. That's for both BP rifles and pistols. They must not want any liability for the direct transfer of black powder guns either being shipped through the mail or out of state. That way they don't need to worry about knowing each state and local firearms law, or verifying the identity and age of the buyer.
When I bought a BP revolver from them in Connecticut, they required a copy of an FFL. That's just the way that they choose to do business.

I called Williams the other day

And they said sure theyed mail a bp revolver without a ffl since the law in mi. changed in 2004 to follow the feds interprataion of antique firearms,and then they said except to california,because the laws were screwed up there.But they have 10 salesmen there and to many indians and not enough chiefs.michigan gunstores wont recognize the new law ,they say there covering thier behinds,I say they are conspiring to deprive my rights.
 
I got my last 58 from Cabelas for 179.oo the next thing I knew the price went up. I'm keeping an eye on them cauce if they ever go on sell again I want the 12" model. Then I'll have one of each.

Well it's Sunday morning and I'm tired. Didn't get home last night til midnight.
Sat around the campfire too long talking to the boys. The only thing I saw
worth while was a "Taylors" Rem.with the factory 45 Colt converson cylinder
in it with loading gate. Real nice high polish and blue job. New. Will post picture later tonight when we get back. I think the guy is asking too much.
He wants 475.00 It is a very nice pistol tho. Wife was a smokin. She shot
two 25 yd matches one was a timed fire with a score of 96 on both. She then shot a 82 at 50 yds. Total of 274 for the agg. This is a National Territorial Shoot. The top ten in each agg. will be posted at the end of the year. I will predict here on record she will be no. 1. Well got to get going.
Will be another long day at the shoot. I'm glad I don't do this for a living.

Sorry I couldn't find you a pistol. There were lots at the shoot in Oct. We
have another 3-day shoot comming up the second weekend in June. It's
the Missouri State Shoot. Always lots of guns for sale there. Oh update on
the shoot. The wife won the Women's Pistol and the Men's also. She shot
six matches and won 1st in all of them. My eye is still keeping me from shooting right now. Lucky for her eh? Ha! that's a good one.
