Heres my question,it might be stupid,cant be any worse than the laws im trying to work with. Would it be legal to take a 30 round magazine & cut it down from the bottom to only hold 7 rounds,so i could go to the range as legal as possible, or would this be a crime,too, like altering or tampering with an ammunition feeding device? I guess this is what its come to,its not my fault, just trying to comply.....

I think the wording of the legislation if left to be vague deliberately.
I'm sure it will be left for the police to make the decision to arrest and collect evidence, and then up to the prosecutor to determine whether or not to file charges.
The jargon used, from what little I could manage to read, leaves gaps so wide you could sail the entire Pacific Fleet through them.
I truly hope that this NY law gets struck down.

Modification that appears permanent would likely pass the eyeball test of leo, but then again maybe not. Not much help huh. Maybe I should run for political office?

I'm just guessing but I bet there will be a conversion so you can replace the follower and spring inside of the mag body as to reduce the capacity.
Wilson Combat already offers a conversion for their 1911 pistol mags.

The early Colt SP1 AR-15's came with 20-round magazines blocked to 5 rounds. This was done with a U-shaped sheet metal spacer that kept the follower from going down past the 5-round capacity. The spacer was easily removed by sliding out the floorplate. Later, Colt made this spacer "permanent" by pop-riveting it to the floorplate. It could still be removed by drilling out the rivet. I would guess that 99% of these spacers were removed.
I would think that installing one of these spacers (and possibly riveting it in place) would satisfy the NY 7-round limit. The NY authorities would have to rule on this, but there might at last be a market for these old spacers.

Sure, it will only hold 7 rounds but it will still look like one of those scary 30 round magazines so we have to outlaw anything that LOOKS like it might hold ammunition.
Honestly, if you cut down a metal magazine and spring to only hold 7 rounds it should be perfectly legal. Since they aren't serialized or stamped there's no way for them to know what it "used" to be.
