So, my question to you - do ICE keep records only on border crossings or they have information about status changes also?
By regulation I probably should not, and cannot, comment on what type of records are kept by ICE. Not that it is a state secret or anything like that, but there are channels to give out that sort of info; and I know it is not for me to do so. I don't think the FBI is messing with you, they probably checked further and got corrected info about you.

The reason above that I said it would be best to contact CIS as opposed to ICE is not because of what records to whcih one or the other has access, ut because USCIS is a service agency, and the correct one to help people with problems regarding things like status changes, and ICE is not the correct one in that it is an enforcement agency.

I think it's better for me to request my ICE/USCIS records through FOIA (it will take approximately year or so :) Not a big deal. I have infinite patience.
The reason why I asked about it - is surprisingly high percentage of denials to non-immigrants, so we are trying to figure out if there is any pattern in it or it is completely random.

There is many weird things in immigration. But we all knew what we are signing up for. So this is pointless to complain.

However, it might be beneficial to all of us to spread the information about the problem. I can speak only about legal employment-based immigration and work visas.
I think, what US have right now for work visas is legalized form of slavery. It hurts everyone (except, may be "bottom line" for corporations). US citizens are replaced with cheap labor. Cheap labor is exploited for profit.
And it's super easy to resolve. Only thing that needs to be done is to remove restriction of employment from H-1B holders. So they can work where they want to. This way, there will not be any situations where US citizen is replaced by cheaper alien. Aliens will work for market rate. So everyone will compete on even terms.
If it was up to me, I would issue Green Card to anyone who can demonstrate 1040 for five consecutive years, with taxed income of, let's say, 150% of prevailing wage.
