The DCM didn't have to make money or even support itself, the CMP does.
They are, of course, working themselves out of a job. Selling multiple rifles for wheeler dealers to cherry pick and speculate on is rapidly depleting the inventory and when they are gone, there will not likely be enough for the CMP to do to stay in operation.
Back when the limit was five M1s, a wheeler dealer here signed up his whole family and they each bought five. He high graded 25 rifles, swapping stuff around to generate a few "correct" guns with same make, same period parts, sold them for a big profit and sold the remaining mixmasters for small profits.
When they got in the Model 52s there was a guy who walked up to the rack, wrapped his arms around as many as he could reach, and staggered to the checkout counter with them.
I was ready to buy one of the used grade Kimber 82s til a guy ahead of me picked the best five out of the ones on the rack and bought them all. The rest were dogs.
