The search function on THR isn't working for me for some reason, so I cannot pull up anything for my topic here.

I'm looking to build an AR-15 type rifle and I'm really interested in building a short model with a 9.25" bbl or 11.5" bbl and fixed stock. Is there any federal or state law prohibiting me from doing this legally? I'm going to buy the gas piston upper and then the lower receiver later (if that makes any difference). What are the legalities of assembling an assault rifle/pistol such as this in my state? Is there a bbl length I need to be legal? Is there an OVERALL length I need to be legal? I certainly don't want to get into legal trouble by assembling and owning this weapon so any help or links to some good info would be greatly appreciated.

Thanks guys and merry christmas!

If the barrel is under 16" and/or the OAL is under 26", you must first have a submit a Form 1 and remit $200 tax to the BATFE and wait until such is approved before buying the short component barrel. Additionally, you will need to stamp or engrave the makers (some people register NFA items to their trusts or INC/LLCs) name and address on the reciever- or every barrel used with such firearm

yeah, the National Firearm Act

to be legal:
1) Purchase lower
1a) Make sure your CLEO will sign the form else form a trust
1b) Check any state or local restrictions/laws
2) Complete ATF Form 1
3) Get CLEO signature
4) Get fingerprinted
5) Send 2 copies of completed form 1, 2 fingerprint cards, and certificate of citizenship to ATF NFA Branch with $200
6) Wait...wait some more...wait a little more then wait even more for approval (iirc currently running ~6-8 weeks)
7) Engrave lower w/maker's information
8) Purchase upper
9) Assemble rifle

If you put a pistol kit on it I believe you can use the 9.25" barrel. Better double check first.

sure if the lower was manufactured as a pistol lower and never assembled into a rifle...though kinda hard to shoot w/o a stock...

Is it legal just to OWN the 9.25" upper receiver? Like can I even purchase it without a huge headache?

AFAIK you can have an AR15 pistol, which is a AR15 with no stock and a barrel length shorter than 16" (Who knew the stocks are what make firearms killing machines). And you can do this without having to mess with the NFA AKA unconstitutional gun registry.

It is legal only under the following circumstances: 1) you own a NFA registered SBR. 2) you own a pistol lower 3) you have nothing the 9.25 upper will mate with, but then what is the point of having it. If you don't follow those rules you could get charged with constructive possession.

I just discovered this whole AR pistol thing tonight. I didn't really think those were legal, but the more I look, the more I'm interested.

You can read up on AR pistols here. You can register an AR pistol as an SBR on a Form 1, which allows you to remove the pistol buffer and install a buttstock.
