Of all the 9mm pistols I have shot, by far the lowest recoil and most-accurate shooting is from the Browning Hi Power. Ergonomics are perfect and, assuming its trigger/action is tuned, is as reliable and 10-ring accurate as anything out there.
I'm a fan of the Browning BDM 9mm as well. It's a 4.75" barrel, so nearly full-size. 15+1 capacity. Extremely slim, so it's possible to use as a concealed-carry weapon, with some reliability tuning or after having shot 20K+ rounds through it (to loosen up everything). Plop in a stainless, full-length guide rod and you have a gun with very little recoil and muzzle flip.
Recently, I picked up a CZ P-01, which is shorter than the HiPower or BDM by an inch, and quite a bit lighter given the forged aluminum frame. Though I've only put 475 rounds through it so far, it has light recoil, little muzzle flip, is very accurate and great ergonomics (for my hand).
If you're looking for cheap practice, the BDM's can be found (used) for well under $300 if you're patient.
