Holy Shoot that's just creepy then! http://www.archives.gov/federal_register/executive_orders/disposition_tables.html we're at executive order thirteen thousand three hundred and seventy four, 13,374. That's a lot of 'legal clarifications'. Wikipedia says only 2 have ever been denied, one was Truman trying to place all steel mills directly under national contol! I searched for Norinco or China NOrth, and found 9 under Clinton that had China in them, but couldn't find the exact one.

Why not act customs for that section 6 form, and then if they say 'no' ask them to show you where it's written that they should say no? Maybe they can't find it and they'll consent?
 
It's my understanding that Executive Orders do not expire, and can only be undone or changed by another Executive Order.

Congress can override an EO. EO's can have expiration dates included. "You cannot do this for a period of x years." Bush's EO ban on Norinco was 2 years.

Speaking of which, the last Norinco ban should expire around Sept 19, 2005.
