M1 sights question

I am sighting in my SA M1 at 100 yards and I am only 1 click in elevation from being bottomed out, holding at 6 o'clock on an 8" target, and the POI is 2" or 3" over center. I have always read that at 100 yards the elevation should be around 8 clicks. Any thougts or suggestions?
