I know that pistol magazines are limited to ten rounds,but are tubular magazines on lever guns under the same resteictions?
Seems as though regardless of barrel length they are all listed as ten capacity?

Tubular magazines can be as big as will fit. I just bought a Marlin model 60 semi-auto .22 that has a 14 round magazine. Check out this link, these model 94's have an 11 round magazine.
No most places do not regulate "hicap" internal magazines like those on a lever action. California even amended their legislation so that western style lever guns were excluded because a .357 winchester 92 just does not look like an assault rifle.
