At this link you can download a Power Point presentation that may help you understand the subject of fourth generation warfare.

I disagree with some of the conclusions, and many of the proposed solutions, but overall it is a good presentation.

The most basic unit is the individual.

I would like to see more folks on the policy level starting from the "bottom" and moving up as opposed to the usual top down approach which leaves no room for the average person.

Instead of trying to befriend governments, why not befriend individuals?

This is applicable to the "war on guns" as well.

Every time Oleg shows a pretty young woman how to shoot and takes a picture of her with a handgun or semiauto rifle and a big smile on her face I believe that does more than anything the NRA or GOA can accomplish.

So why not go out there and teach folks about firearms?

Or, if you are not good at teaching, why not support friends who are, with money for ammo and gas if necessary?
 
The answer isn't "top down" or "bottom up," it's both, and more.

On a personal level, do the "bottom up" thing: Teach newbies to shoot. Conduct yourself as a person of honor and set a good example of what a gun owner is. Change minds and attitudes.

Then work on the next level up: Network with others to get the word out. Work with local grass roots organizations to elect or support local pro-gun candidates. Still teach newbies to shoot one-on-one, but look for opportunties to reach more people in the same amount of time. Volunteer for local "New Shooters Night" type classes. (Or start one if there isn't one) Invite a local reporter to the range. If your an instructor, have a reporter sit in on a class. Try to change attitudes.

The "top down" work still needs to be done as well. The NRA isn't perfect, but it is one of the most effective lobbying arms in existence. They can do things as an organization that we don't have the scale or resoruces to do as individuals. They still need our support, even as we work our own "bottom up" efforts.
