NFA sets up registration of select weapons, owners, and addresses

The Firearm Owners Protection Act of 1986 forbids BATFE from creating a national database of gun registrations, sales, or owners.

Is there a conflict here?

The non-registry provision of the FOPA only applies to Title 1 firearms.
NFA firearms are Title 2 firearms and are exempt from that provision.
