Not unless you have a pretty good machine shop and are willing to go the extra mile to convert a 'pretty crappy' sub-machinegun parts kit into a legal semi-auto carbine.

The AR-15 build is like playing with Lego Blocks when you were 5.

Building a com-block sub-gun parts kit into a legal semi-auto firearm is like building the space shuttle in your back yard with only a cordless drill and a hacksaw.

I have seen thousands of Garands and M1 Carbines hodge podged together but nothing is going to be as easy as an AR-15. I play around with Contenders and Encores but they are single shot and not historical. The TC Dimension they just put out is calling my name. I also want to do a home brew Savage build sooner or later.
 
"Building" an AR is just torquing a nut and pushing a few pins. Really, you are just assembling a rifle that has been competely disassembled.

Building these kits is more like building an AK. Without a receiver flat in most cases. Or building an AR but you have to make your own stripped lower.

If you have good fabricaton and metalworking skills, it would be a good project but will take more time than an AR. Hit up boards like weapons guild or weaponeer, there are plenty of examples of how to do this. If doing this sort of fabrication sounds fun, go for it. It you just want to have a gun for cheap, this is not the way to go.
 
There's some stuff you can build. Obviously with varying levels of difficulty. If you have some machining or wood working skills there's "kits" but you can also just assemble your own for a custom product.
Everything from cheap to big bucks.

For "historic" you could try a Garand, Percussion, or flintlock. I've known several home gunsmiths who did Mauser and Husquavarna builds. People do crazy stuff with 10/22's and Stevens rifles at home too.
