Non-resident carry permit

Ive been researching the Utah and Florida non-resident carry permit. However I live in a state that does not recognize them.

I realize this means I would not be able to carry in my home state, but does it also mean that I cannot apply at all? Or can I still apply and only carry when I am in states that recognize the non-resident permit?

I am considering applying because I am planning on taking a big road trip (alone) in the future and would feel better if I had something for self defense with me.
 
You can still apply as a non-res. I'm in the same situation but now I can ask my home state lawmakers why am I allowed to carry in 30 other states but not the state where I live, work, vote, and pay taxes? If they are anti it makes them uncomfortable and I haven't heard a good retort yet.
