Would a Norinco SKS in good-excellent condition with a synthetic skeleton stock for $129 be a decent buy?
 
Yes it would be. Its unusual to see Norinco SKS' that cheap. Usually they are at least $50-100 more nowadays and been going up ever since the ban of Chinese firearms imports. If its pre 1989 ban its even more worthy, as then you can modify it at will and even keep the bayonets which you can't do after the ban came in place.
 
How "good" are those Norinco SKS's?? MY bro in law saw one he wanted and asked me. I don't know squat about em!!! I've heard as far as realiable..they're on par with the AK's.....how about accuracy etc??
Is 200 a fair price?
 
What about the paratrooper (short barrel) version's value?

I have a chance to get one. Did it take the standard 10-rnd mag? Seems slightly shorter....
 
kentucky got an excellent deal on his paratrooper. I got mine for $225 about one year ago, after it sat at the dealer for about 8 years. Mine is a pre-'89 import also. $200-225 I consider an excellent deal on a paratrooper in NIB condition. I see them on various sites for $300-450, currently. I wouldn't pay that much, though.

Keep in mind that the paratrooper never seen .mil service, as it was a commercial export-only option. Most of them are in great-excellent condition. Standard configuration with 10rd fixed mag, just a short barrel with an enlarged gas port. Mine is a Factory 206 w/ milled receiver, threaded barrel, and shoots around 2-2.5MOA with Wolf 154gr SP. You will find paratrooper configuration rifles from all of the Chinese factories, with all types of receiver markings, pinned barrels, threaded barrels, etc.
