Who does the American Bill of Rights apply to?

Before this thread was closed because it didn't contain any firearms content, a poster made this comment
1) This is customs and border agents searching people's laptop computers entering the US, not for regular people at regular in country flights.
I derived from that comment that this person doesn't think the American Bill of Rights applies to foreigners. I am only guessing and hope that the person making that comment will participate in this thread and explain their position. This made me wonder if everybody here thinks the BOR, specifically the right to bear arms, applies to Americans or all of earths homo sapiens.
 
americans an "allies"

by allies i mean people entering/in the US on some form of Visa or other legal means. whether your my family, friends, or the new guy at work, once your invited into my house your all equal. who can show up unannounced is a who another list.
 
I take the BOR as so much more. I mean these are enumerated g-d given rights. Surely you do not have to be an American or an allie of America to be given those rights?
 
The Bill of Rights outlines many of the rights that we believe to be the most essential. As such, it should apply to any law-abiding person under U.S. jurisdiction. It should have nothing to do with citizenship.

Denying these basic rights to a law-abiding person on American soil because he/she is not a citizen is wrong, but it happens all the time.
 
and by americans i define those born on american soil and descended from american citizens as per the 14th amendment

foreign nationals are not subject to the jurisdiction of the united states unless they commit a crime on its soil
 
I agree with ServiceSoon. These are rights granted by the creator of everyone therefore in my book they should apply to everyone. Illegal alien, legal alien, or space alien it does not matter to me.

I take the comment to mean that you have no reasonable expectation of privacy when crossing international boundaries. Thus, the 4th Amendment does not apply.
