Pre '64 Model 70 question......

I have been searching for a pre '64 Model 70 and finally found a 30.06 standard rifle (manufactured in 1958) that was advertised as being in new, unfired condition. The rifle arrived to me today and checks out to be as advertised as far as I can tell. However, the safety won't move from the fire position. Any suggestions on what may be wrong here would be appreciated. This is the first Model 70 I have owned. Thanks in advance. Art G.
 
Start easy by removing the bolt then spraying the bolt sleeve with a good penetrant (I like G96 Gun Treatment) or soaking the bolt in one of the various solvents. If the reason is just dirt or old grease, this should correct the problem. If this does not help, the bolt will have to be taken down, but let's see first what the penetrant does.

Sometimes safety problems are actually due to someone stoning the sear or cocking piece, but that usually results in a safety that won't go on, not one that won't come off.
