Two local prison guards face Federal charges for buying "conversion parts".


Two corrections officers at Halawa Correctional Facility are facing prison time after being accused of ordering gun components online in order to illegally modify assault rifles for fully automatic fire, according to the Federal Bureau of Investigation.

FBI agents said the men had been trying to obtain parts and instructions that would allow Colt AR-15 assault rifles to be toggled from automatic fire to semiautomatic fire with the flick of a switch.

Fully automatic rifles are illegal and possessing one is a federal offense.

Sgt. Ronald Philip Lee Jr. was arrested at 1:03 p.m. Saturday after he allegedly accepted a package containing a "lightning link," a part marketed on the Internet as necessary for converting rifles, the FBI said.

Patrick H. Sonsona was arrested in the parking lot of a Kapolei commercial building after he met Lee, allegedly to accept the part, the FBI said.

Both were charged with violating a federal law that prohibits possession of machine guns and "any part designed and intended for use in converting a weapon into a machine gun."

Agents seized an undisclosed number of weapons from both men, some of which had been converted, and other evidence.

FBI officials yesterday said the arrests should not reflect negatively on the state Department of Public Service, which employs the corrections officers.

"Honolulu has an excellent Department of Public Safety with officers committed to upholding the law," said Robert J. Kauffman, acting special agent in charge of the FBI's Honolulu division. "The people of Honolulu should not consider the activities of these two officers to be reflective of the Department of Public Safety as a whole."

Both men made their initial appearance in U.S. District Court yesterday afternoon.

A department spokeswoman declined comment yesterday.

"We are referring everyone to the FBI," said Louise Kim McCoy, communications director for the Department of Public Safety. "It is their investigation."

Lee worked for the state for 20 years and 11 months and Sonsona worked for the state for 15 years and four months.

The design of the Colt AR-15, the civilian version of the military's M-16 assault rifle, prevents fully automatic fire. But the gun part that Lee allegedly received overrides the design and forces the rifle to fire repeatedly as long as the trigger is pulled.

"Please understand that it is illegal for a U.S. citizen to build one of these units without special licenses and the purpose of this page is to discuss how the Lightning Link works and not to provide guidance on how to build one," reads a statement posted on Quarterbore.com, a gun enthusiast's Web site.

Once the part is purchased, the conversion to fully automatic fire takes seven steps. Do-it-yourself DVDs and CDs detailing the conversion are available for purchase online.

The investigation and arrests were handled by the FBI, the Department of Public Safety's internal affairs division, the Honolulu Police Department, the U.S. Postal Inspector and U.S. Immigration and Customs Enforcement.

The lightning link doesn't provide select fire capability, nor does it work with current Colt AR-15 rifles.
 
they didn't put together the rifle, thus they didn't possess one without a class 3 license. It's just going to get them probation at most, but I think they can say goodbye to their careers.

The funny thing though, a very good friend of mine is on the SORT (special operations and response tactics) team at the local state prison. They train all day every day to remove deligerant inmates from cells, stop riots and end hostage situations. He tells me they have m16's and mp5's at their disposal. I'm not sure how that correllates to this story, but here in Kansas I've heard you can't get a Class 3 license which is what you need to have anything automatic.

It doesn't matter if they assembled it or not to the ATF.

Since I don't look good in orange, and prison food has put me in the hospital once already, yeah, I'll just go to work there. Beside, I KNOW who Bubba is...
 
Jeesh... I just don't get it. Why would people risk everything for some full auto guns?

Fun factor aside, once the initial wow has worn off, it seems to me that fully automatic fire would be impractical in most situations. Most people would just waste all their ammo too quickly in a firefight. It's mainly effective for supression fire... which is definitely not part of your typical home defense situation.

I'm not saying the fully auto weapons should be banned, I'm just saying that I don't understand why they get so much attention...

That said, I'd love to fire off a Thommy Gun or PPsh with a 70 round drum!
 
Possible reasons, and the biggest is - they were compromised by inmates. They got them on something small, and rather than face the music for a minor infraction, they allowed the inmates to draw them into larger and larger violations, until they owned them. After that, ordering in full auto conversion kits to a rabidly anti-self defense/household firearm state like Hawaii is an easy step. Betcha the firearms were destined for a gang operating in and out of prison, like the Arayan Brotherhood, New Mexican Mafia, etc.
The worst thing is, inmates have a 100% record of giving up those who worked for them. I knew of a Sgt who got compromised, and brought in drugs for inmates. On his last day, the day he was to retire, they snitched him off. He wasn't useful anymore, and they LOVE watching us fall.
BTW, minor point - I am not a prison guard, I am a sworn officer of the state. My actual title is Correctional Officer, Sergeant. My staff are professionals, very good at thier job, and I'll defend thier right to wear that title - they earned it.
 
Wish we could repeal 922(o), then we wouldn't have this problem. Full Auto is a blast! (no pun intended):), but I certainly would not risk it and "convert" a rifle to full auto. It's NOT worth my freedom. I hope these guys don't get it too bad though. Yes they broke the law, but a law like that shouldn't have the ability to ruin your entire life.

correct, it only allows for full auto capability. i dont think the article specified anything about "current" Colt AR rifles though.

They did not, which is the problem. The author specifically said Colt AR-15s by name, then made it sound easy to convert said rifles to full auto(i.e. "Once the part is purchased, the conversion to fully automatic fire takes seven steps. Do-it-yourself DVDs and CDs detailing the conversion are available for purchase online."), and made no mention of the fact that Colt changed the design of their receivers some time ago so that the lightning link conversion no longer works.

The impression the casual (non "gun nut") reader is left with is that Colt AR-15s are easy to convert to fully automatic, because the author failed to acknowledge the steps that Colt has taken to prevent this conversion.
