The law as written doesn't come into effect until July 2010
It only affects handgun ammunition
The law talks about RELOADED ammunition, there are no points about reloading or reloading components
The law is to be challenged under the Commerce Clauses

In what way? The Constitution's commerce clause grants powers to the Federal Government, it doesn't limit it to any state government. If anything, the states are assumed to have more power to regulate commerce within their borders than the federal government does.

It's not the Commerce Clause that does it, but the Constitution does require states to allow interstate commerce with minimal restrictions. Otherwise, you'd see interstate trade wars: states charging tariffs, preventing other states' goods from passing through them, etc.
 
As noted above, the commerce clause has been used over the years to retrict, INTRA as well as INTER state commerce, particularly I might in the area of firerarms.

The fine folks at SAF have posted what they are doing and they know a hell of a lot more than we random posters, go look.
 
Actually, the law doesn't take effect until Feb 1st, 2011.. not July 2010..

Right - and to answer the original post, no, reloading components are not covered by the face-to-face, fingerprint etc rules.

Now, will very many out of state vendors think it worth their while to get a legal opinion they can trust to continue to sell into CA? It'd be pretty bold to trust what that yahoo 'Librarian' posts on the intertubes.
