Problem with 218 Bee loading

I have RCBS dies and after sizing I can't get the bullet started in the case mouth. The expander ball measures .223 and I am using 40 grain V-Max that is .224.

I load .223 ammo for a bolt gun and have no problem with the expander that measures .223.

Any one have information for my problem?

Lee makes a universal expander that will allow you to get the bullet started. Are the bullets flat base bullets? You might try a boat tail bullet and have better luck. The expander is sized properly, any larger and you would not get adequate neck tension on the bullet. Or, you could try and put an exaggerated taper on the inside of the neck with your deburring die.
