Yes, that rule appiles to restaurants. But - the lawyer that taught my CCW class said that he would defend for free any student arrested for CCW in an alcohol serving restaurant (not a bar) provided they were not otherwise causing trouble and the CCW charge was not related to anything else. Basically what is happening on the ground here is that while it is technically illegal to CCW in an alcohol serving restaurant, the cops are not enforcing that law in the absence of any other criminal behavior.
Bottom line is, unstrap if it makes you feel better, but otherwise keep your mouth shut and keep it covered.
