Most local gun dealers will take a copy of my C&R license or a CCW, and not require me to fill out a 4473, for legit firearm purchases. I have run into a few dealers who require a 4473 on all firearm purchases, permits, licenses, or not, and will not accept a C&R license or CCW under any circumstances. Why is that? What is the law as far as what a FFL has to do to verify a legit firearms buyer?
 
Your C&R only applies to C&R guns, not new ones. A CCW just gets you out of the NICS check (assuming NC is one of the states where it's permitted), it doesn't mean that you don't have to fill out an ATF 4473.
 
I am a C&R licensed individual.
If I buy C&R guns they come to my doorstep. If they are not they go to my FFL.
I quit the FFL1 business.
At my FFL I fill out the 4473 and walkout the door. They just make a copy of my CHL and attach it to the form. I guess they could use a copy of my C&R FFL.
But every gun must have a 4473 attached to it. That is unless it is a private sale between individuals.

I am also a C&R licensed individual.

Mail order dealers (01 FFL) routinely accept my 03 for C&R guns. NO 4473 REQUIRED FOR C&R GUNS.

SO DO MOST WALK-IN, BRICK AND MORTAR, LOCAL DEALERS. NO 4473 REQUIRED FOR C&R GUNS.

SOME WALK-IN, BRICK AND MORTAR, LOCAL DEALERS WILL NOT ACCEPT A 03 C&R LICENSE FOR A C&R FIREARM UNDER ANY CIRCUMSTANCES THOUGH.

Why is that? What is the law as far as what a FFL has to do to verify a legit firearms buyer?
 
I think it is their personal policy probably because they don't feel comfortable doing it. If they've never done that type of transaction and don't know how to do it, they simply refuse. It's even possible that they don't know that the gun they have for sale is C&R eligible.

§ 478.124 Firearms transaction record.
(a) A licensed importer, licensed manufacturer,
or licensed dealer shall not sell or
otherwise dispose, temporarily or permanently,
of any firearm to any person, other
than another licensee, unless the licensee
records the transaction on a firearms
transaction record, Form 4473: Provided,
That a firearms transaction record, Form
4473, shall not be required to record the
disposition made of a firearm delivered to
a licensee for the sole purpose of repair or
customizing when such firearm or a replacement
firearm is returned to the person
from whom received.

However, there is nothing in law that requires a dealer to do business with a C&R licensee based upon their C&R license; they may decide to only do transfers on 4473s and with NICS checks, regardless.

Simple answer is ignorance. Plain and simple ignorance.

1) For non C&R guns, your C&R counts for exactly squat
2) IN STATE, if allowed by your state law, an FFL -may- accept your CCP in place of an NICS check, but he is under no REQUIREMENT to do so. In my shop, FIRST time you are here I run a NICS check no matter who you are/what you have, as -I- don't know you.
3) OUT OF STATE your CCP counts for exactly squat.
4) Any FFL can decline to sell you a firearm, at any time, for any reason, or for no reason at all. If there internal policy is that they don't accept C&R ... so be it. It's their ball, they can play with it any way they like. (please then bring your C&R business to me, I will welcome you with open arms)

And yes, I am an FFL.
