Do you need any special Licensing to make and sell reloaded ammunition?

In a word, yes. Insurance is also something you'll want to consider.

Not to mention getting supplies like powders, primers, etc. That stuff's made of unobtainium these days.

You'll need either a Class 6 or Class 7 FFL, depending on whether you want to just make ammunition, or firearms and ammunition. You'll also want to carry a very large insurance policy, and then have thick skin for dealing with people who shoot. You'll notice I didn't say shooters, as there is a difference, and you'll soon come to find that out if you start selling reloads...........
