Remington 700 scope issue

Hopefully someone here can help.
I picked up a Remington 700 last week. Hart 22in barrel in a H&S Precision stock. Burris Signature 6x24x44.
The gun was being built by a gentleman who passed away before he could finish it so he never shot it. I had the chamber reamed and took it to shoot today for the first time. The rings that were on it were on it were obviously hand made and sat the scope inches above the barrel. I replaced the mounts with Leupold 2pc and the rings with Leupold High rings. The scope sits about an eight of an inch over the barrel now.
168gr Federal Match ammo.
I can get well under 1 MOA groups but 8 inches low. I have adjusted the scope elevation up as far up as it will go and it brought the groups up but it's still way low.
I'm kinda new at this bolt action game. Do I need some other kind of mount?
All advice/suggestions are much appreciated.

i have heard of people shimming the front mount with thin strips of aluminum, under the scope itself on the lower mount, that way it raises the front elevation of the scope up, then re assemble the upper and lower ring assembly, and adjust your scope for elevation there after...


i don't know how well that would work, but soda cans make a good source of strips to shim with it you decide to try it.


EDIT: or under the rear mount to make the scope see lower in your case...

I thought about that until I realized I would be mounting and tightening the scope in the rings at a downward angle at the back but level at the front. I would be concerned with damaging the tube.
 
you aren't going to be stacking them really high, in fact i wouldn't go over 4 max on the shims, each shim is about 0.0112 inch, which doesn't seem like much but can move quite a bit at 100 yards or more...

like i said i haven't tried it, but with 4 shims @ a total height of 0.0448'' on the rear of the scope, you should be okay and not damage the tube
 
Mount the rifle in something very steady and adjust until the action is level. Then mount the scope and check that the scope is level to the barrel.

There you be..... You'll need around 8 thousands of shim in the REAR with the reticle CENTERED in the scope tube. Make sure your scope is A OK, no bent tubes, ocular bell loose and off center et cetera

Wow... that's a lot... you might try another set of rings, scope, base IF you can without shelling out already hard to come by cash.:D

And remember... shims go 'Under the Bases', NOT in the rings. You will bend your scope tube if you put the shims in the rings!

You may want to try the Burris offset ring inserts, they do work well and will keep you from bending your scope tube!

I would go this rout before I tried the shims.(Burris Signature Offset Ring Inserts and the Burris Signature rings)

You actually need to shim the rear scope ring which will cant the scope downward a little bit. I had to do this with a bushnell 3200 on my .270. I actually used a strip cut from a coke can and it worked perfectly
