I may be missing something here but why doesn't Ruger make a revolver under 4 inches blued?

I'd like a gp100 3 inch blued or I really like to see a sp-101 2 1/4 blue. I'm just not a big fan of those shiny guns.
 
Lack of sufficient customer demand.

For most revolver makers, the customers spoke some time ago, and what the vast majority want is stainless steel.
Unless enough people want a blued revolver, it simply isn't economical for a maker to build one.

In addition, blued guns require an extensive polishing operation with highly skilled personnel, and an extensive bluing operation along with all the problems with environmental issues with the chemicals, not to mention customer complaints if the bluing isn't "perfect".

Since there isn't enough demand, Ruger doesn't build what you want.
