What major problem did SA and the War Dept., have with Winchester in early 1942 with the M1 Garand?

Hi all,
Here's the answer, remember we are at War. It's April of 1942.
Winchester is at this point to be making 500 rifles per day. They are only making 174 per day. The report from Ordnance is as follows:
First shift 520 people working
2nd shift 164 people working
3th shift 65 people working
About 10 % of them are still on commercial work. 48 hour week. NO work on Sundays.
