safety question on ar 15

hey guys
i just polished the trigger on my ar 15 , i put it back together and it works well

my question is
if the hammer is resting on the bolt catch i can not move the safety to the safe pos. from fire pos
once i cock the hammer i can move from fire to safe and vice versa

is this correct or should i be able to move from fire to safe regardless of hammer position

What you're saying is that you can't move the safety unless the hammer is in the cocked position, right?

Yes, what he said.

You cannot put an m16/AR-15 on safe with the hammer un-cocked.

It's a design feature so you can't go off half-cocked with the safety on an empty gun, and no round in the chamber.
