Say I wanted to sell some of my 9mm ammo online, such as in the classified section here. Can I ship to someone directly or do I have to ship to an FFL. How do I verify the buyers age and whether or not they can legally purchase ammunition?
 
The only way you will be able to ship the ammo is to mark a box Small Arms Cartridges ORM-D and ship it UPS ground. It can be sent directly to the individual.

They can fax/send you a copy of their state ID card to verify age. You will have to trust them as to whether or not they are a prohibited person.

In most states, the age limit for ammunition to be used in a handgun is 18. 18 years is also the age limit set in Federal law (unless you are a licensed dealer and then you can only sell ammo intended to be used in a handgun to a person 21+).

18 USC 922 (b)(1) contains the Federal age requirement for dealers only and 18 USC 922 (x)(1) contains the Federal age requirement for private parties.

Ohio is one exception that I know of for sure that the buyer must be 21.

If you are going to sell ammo to a resident of Illinois, they will need to provide you a copy of their FOID card and an Illinois Driver's License or ID Card and you can only ship the ammo to an address on one of those documents.
