Shipping Ammo to Private Party in NY

Is this still legit under SAFE, assuming no financial transaction occurs (ammo is a gift/donation)? Not as concerned about legal rammifications for out of dtate shipper as in state recipient.
 
Most likely legal for seller, and certainly legal for the receiver - the NY laws only prohibit the "selling" of ammo, not the buying or receiving of ammo.

Even for the seller, the law requires that only sellers of ammunition "who engages in the business of purchasing, selling or keeping ammunition" are required to register with the state. If you are not in the business of selling ammo, you would seem to be in the clear legally.

I just ordered a new box of Winchester Ranger T/T series .45acp +P JHP from a online retail source.
The "fine print" of the site stated any ammunition sold to customers in New York would first need to go to a valid FFL holder(who agrees to process the transaction).
I don't think "gifts" or "donated" ammunition can be sent to anyone in NY state unless you go thru a FFL holder/gun shop.
I'm not a New York resident but to my limited knowledge, all ammunition sales must be "face to face". Gifts & free rounds can't be sent unless you use a FFL holder(who agrees to process the transaction).

Appreciate the comments but other than paranoia I have not actually gotten an answer backed up by statute. I would even settle for some first hand anecdotes?
 
The safe act states all ammo transfers must go through an Ffl.
NYSP has a toll free number for question about the safe act.
 
You can't ship hazardous material through the mail. It has to go UPS ground. There are two problems there too. You have to be certified to pack ammo and you must pay for a brutal hazardous material tag . About $27.00.
I've gone through the exercise with UPS and found it's not worth the effort or money. Cheaper to drive there with the ammo.
 
Actually shipping ammo via UPS is quite easy. Just have to package it right and mark the box appropriately. The following are quotes from http://www.ups.com/content/us/en/resources/prepare/packaging/guidelines/ammunition.html :

"How to Ship Ammunition (Cartridges, Small Arms)
UPS accepts for transportation such ammunition as constitutes "cartridges, small arms," as defined in 49 C.F.R. § 173.59..."

"Will I Pay An Additional Fee For Shipping Cartridges, Small Arms?
When shipping ORM-Ds or Limited Quantities of hazardous materials by UPS Ground within the 48 contiguous states, UPS Ground Intra-Oahu or Intra-Alaska, only the standard shipping charges apply. There are no "accessorial" or additional charges."

As far as sending to NY, I wouldn't hazard a guess.
 
I will be paranoid in states that will lock me up and as far as ups for me it is a pain.
I had to drive 30 miles to a ups store that would take hazardous material shipments.
 
I sold some ammo on GB and shipped via UPS with no problem, just pack well and put
ORM-D label on the box, no hazard fee just the weight. Not sure about states other than IL.
Fedex store refused to ship, sent me to main office.
