I want to convert a 16" A2 fixed buttstock Bushmaster to an adjustable stock for some shooters of smaller stature. Now that I've read up on things a bit, I wanted some build opinions.

I was thinking of getting the Vltor RE-10/A5SR and pairing it with a Magpul CTR stock. According to their website, this should allow the stock to fully collapse, and still offer a really solid feel. Does the A5 system really smooth out or reduce the recoil? Or should I just get any old buffer tube and put it on?

You could just buy the A1 stock. It is 7/8" shorter, and although this doesn't sound like much it makes a very noticeable difference.
Barring that you could replace the buffer tube with an M4 type and select any stock from a myriad of them. The A1 Buttstock is the fastest and easiest way. Cheapest too.
Magpul makes a "Fixed Carbine Stock" that is even a hair shorter and only $30.

Ditto what Steveracer said. In fact, the only reason the A2 stock was ever adopted was because the AMU wanted a slightly longer stock for offhand service rifle competition shooting. The original A1 is usually a better fit for most people.

The change to an A1, simply remove the screw from the rear of the existing stock, remove the spacer from the end of the buffer tube (a small ring held in place by the screw you just removed) and slide on the A1 stock. Replace the original screw with the shorter one supplied with the A1 stock. Takes about two minutes.

7/8" doesn't sound like much, but it really is a very noticeable difference.

Good advice, I should have made myself clearer in the first post. I want it for someone who needs that minimum length of pull of almost 11 inches!

The A5 system works pretty well and some have found that it smooths out the recoil a bit of their AR.

The BCM version of the A5 has one more position of adjustment

I'd try an A1

And make sure to get the A1 buttplate for its rounded edges.

The stock is something along the lines of 5/8 inch shorter and with the rounded butt, it presents as significantly less LOP in the end.

Todd.

You can put an A2 buttplate on an A1 stock, if you wish. That's the way my AR is set up. I like the extra teeth around the edges to grab the ground when I have to set the rifle down on its butt. It can reduce slipping and falling on many surfaces.

You definitely don't want to merely slip on an A1 stock then. I just measured the LOP on my A1 Stock with A2 buttplate and it is 13". The buttplate is 7/16" thick mounted. Even if a slightly thinner A1 buttplate was installed it wouldn't decrease the LOP to what you need.

There are multiple collapsible buttstocks that will easily meet the OP's needs.

I don't quite get the need to "reduce recoil". A gassed, "normal" weight 5.56x45 rifle has essentially zero recoil. A lever .22Mag has about the same recoil. My 6.8 AR really has zero recoil. My 10mm AR SBR with MAX loads weighing about 5 pounds, you know when the trigger is pulled, but it's not even near my .357Mag lever with hot magnum ammo. (?)
