Im guessing it's Russian; probably Tula arsenal (five pointed star...) but then again it's late... and I may be mistaken.

The diver's flag in front of the cyrillic "B" indicates that this is a refurb.
The star with arrow is a Tula aresenal mark.
The smaller serial number is the number of the rifle that the stock came from for this refurb. I assume that the numbers on the metal all match?
