i have a few reloading manuals for my 7.62x54R calling for a .308 bullet...since i slugged the barrel (.313) and came up with a .311 bullet needed...

is it safe to use the recipe for the .308 bullet but use a bullet with .311 dia....reason i ask is i have the powder for the .308 already and would not have to have more powder sitting around..

I'm gonna say yes, it's OK to use .308 data. the reason being is the .308 diameter data was worked up with a .310 bore in mind or .002 overbore.

With you shooting .311 diameter bullets in your .313 bore again you have that .002 worth of pressure relieving overbore.

Of course we're talking about 7.62x54r data that's given using .308 diameter bullets vs the larger EUROPEAN .311 diameter. Someone could get confused and think this topic is about using 308win load data in the 7.62R, which of course would be INSANE
 
quiknot here is a link to a down loadable PDF file from the Lyman #48 manual that has load data for the 7.62 x 54r using .311 and .312 diameter bullets so you want have to use the .308 data. My favorite load for my M44 is the Hornady 150 Gr. SP in .312 dia and the accuracy load of 43.5 Gr. of Reloader #15

Not if you use starting loads. In fact, a lot of 7.62R loading data was worked up using .308win starting loads.
 
depends on what powder he is going to be using with the 150 gr. bullet,you have 14 choices of powder on the .308 load data but with the same bullet weight in the 7.62 x 54r you only have 5. Plus you have to take into consideration using unknown powder and bullet diameter with .308 data and the pressure it could be creating.
