Double up on ear plugs and good muffs. If you're on a budget, some good Peltor 29s and some cheap foam plugs will do it - indoor ranges can echo badly, worked at one for 1.5 years.
I've used custom fit ear plugs made by audiologists for many years. They work well and are easier to put in than the foam plugs I've also used. If it is really loud, I also put ear muffs on.
