Polk deputy kills man after he fired shot, authorities say

WINTER HAVEN -- A man convicted of killing his stepfather in 1990 and who was sent to a mental hospital for stabbing his mother with a screwdriver six years later was shot to death Tuesday by a sheriff's marksman after he threatened his own life and fired a shotgun at deputies.

Shawn Paul Fisher, 29, was shot outside his mother's home at 515 Reflections Blvd., sheriff's spokeswoman Michal Shanley said. Fisher had called 911 and told a dispatcher he was going to shoot someone.

She said Deputy Shawn Sloan, who has been with the Polk County Sheriff's Office for 10 years and has been on the emergency-response team for seven years, fired the fatal shot about 12:34 p.m. after Fisher fired his bolt-action .410-gauge shotgun once toward deputies.

"It's a classic case of suicide by police," sheriff's Col. Grady C. Judd Jr. said.

"Our deputies negotiated with and pleaded with this guy for over an hour," Judd said, after which Fisher turned and fired his shotgun at deputies. "When he did that, our marksman fired one shot."

Fisher shot his stepfather, James Bush of Bartow, in 1990 and was convicted of second-degree murder, Judd said. After time served in jail waiting for trial, he spent a little more than nine months in prison and was released in September 1992. He was placed on three years' probation.

In December 1996, Fisher stabbed his mother several times with a screwdriver and was found not guilty by reason of insanity, Judd said. He was institutionalized and ultimately released to his mother's care, he said.

What was this guy doing roaming the streets? He should have been put out of commission long ago.

He was declared "healed" by the psycho types.

They had his mother in todays paper with the usual, "they didn't have to shoot him" comments. Seems that he called her at her job in a cafeteria and told her he was standing in the yard with a gun and the LEOs were already surrounding him.

She told the paper the cafeteria was busy and she couldn't get off work to run home. She said she thought the LEOs would just arrest him or Baker Act him.

Guess you gotta have your priorities.
