is this action strong enough for a 450 marlin i have a98 in 450

Pressure levels of the 450 Marlin should fall into the design limits of the M96, but remember that a belted magnum case will require removing more metal from an already small diameter shank of the barrel. Less steel around the cartridge.
Estimated peak pressure of the 450 Marlin is around 42,000 PSI in the lever action Marlin, but it has a bit of bolt thrust.
IMO, you might better stick with a large ring action for conversion to belted magnum case size.

The 450 MARLIN is really a re-invention of the 458 Two-Inch American which was developed by Frank Barnes a few decades back. (1962 or 63) Marlin simply added a lawyer approved belt that was far enough forward that it cannot be loaded into another magnum chamber.
The 458 Two-Inch American was a 458 Winchester that was shorten to have a 2 inch case so it could work easily in a standard M-98 length action.
Large Ring standard length (not M-48 Yugo) M-98s have a 1.410 diameter receiver ring, 8.750 in length, with screw spacing of 7.835. Barrel Shank of 1.100
The much less strong small ring Swedish m/96 actions are 1.30 in diameter are 8.50 in length, Straight side walled receiver with screw spacing of 7.620.
Small ring have a threaded shank diameter of .980 in.
So not only are the m/96 actions less strong,,,,, they are also shorter than desired for the 450 Marlin which has a 2.10 inch long case. Although you might be able to get away with it by loading it shorter than 3.00 inch COAL.
Folks who used to load the 458 2-inch liked to load the bullets way out for more powder room. You would be better off using aM-98 action..
