That's ESPECIALLY stupid in California, where a long history of ethnic violent activity that's too politically incorrect to identify has led to ridiculous knife laws. It is a felony to be caught with a concealed blade that size, and the double edge of a dagger makes it very difficult to argue that it is a tool for work (about the only possible defense in court that I know of).
First offense with a concealed, loaded handgun, if you have a clean record and the gun is in the Califoria gun database, is a misdemeanor, not a felony.
Not sure where you're getting your info from. In CA, you can can carry daggers of any size, as long as they're carried openly. (CPC 12020 a 4, 12020 c 25 d) They can not be carried on campus, but you can carry a concealed folder of any size onto a college or university.
